Method
Preheat the oven to 400 degrees F and line a rimmed baking sheet with foil for easy cleanup.
Pat the chicken thighs completely dry with paper towels, then season both sides with the salt and pepper.
In a medium bowl, whisk together the honey, soy sauce, garlic, rice vinegar, tomato paste, and red pepper flakes to make the glaze.
Arrange the chicken thighs skin side up on the prepared baking sheet, then brush about half of the glaze evenly over the tops.
